that's an important element and we work with our partners in local government on that, but our focus has been on the system's issues, of working with the school superintendents, working with the school districts to create a culture of inclusion, to create a culture where people can be accepted for who they are. we've seen bullying in the context of kids with disabilities, kids who couldn't get off the bus because they were getting beaten up on the bus. the bullying of kids who are lgbq, that's probably our biggest growth area. these are kids who are being bullied because they are different. and in suburban minneapolis we saw quite literally over the course of a two year period, we saw 6 or 7 kids who took their own lives, six or 7. we can't get those lives back, tragickly, but we can redouble our efforts to be sure no one else has to bear the unspeakable. we see the bullying of latino kids, of african american kids, we see bullying in so many shapes and forms and i've seen it across the country. but i've always seen remarkable and couragous people at work, local law enforcement, loca

a democracy is supposed to be governed by a majority opinion. so, why isn't the court just governed by whatever the majority of people think? the answer is that that is what is also called mob rule. a constitutional democracy is one that protect everyone's rights, even those who are the minority. that is a concept that was discussed in the federalist papers, which i know we all read when we have trouble going to sleep, and is the basis for our government, but what will happen, what will happen if there are no courts to protect the rule of law? that is really the fundamental message that i wish to talk to you about here today. we have a court system under attack. 11 states provide less than 1% of their entire state budget to funding the judicial system. california and florida tend to lead the pack. in this case, unfortunately. florida, 0.7% of the entire budget goes to funding judiciary. the superior court in san francisco recently said that it will have to reduce its staff by 42% compared to where it was two years ago, and that it will have to c

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

this a few years ago in a small way, colombia, argentina, ecuador, guatemala, some with right wing governments, very tough on crime, and in europe, similarly. it's not generally the standards to be putting people behind bars for a possession of any drug in small amounts for one's own personal use. and perhaps the paramount example of success in this regard is portugal. portugal 11 years ago decriminalized the possession of all drugs in personal use amounts. drug selling is illegal and you can still be arrested for that. they began doing evaluations a few years ago. you do not go to jail for possession of any drug in a small amount. and you are not drug tested. nobody gets thrown back in for dirty urines and all this sort of stuff. it's now been in place for 11 years. the research on that, and i recommend the piece in the british journal of crin knowledge and kid send it to -- cridge -- criminolgy. cases of h.i.v. and hepc and crime went down and people continued to seek treatment, that the rates of drug use in portugal did not go up at the same rates as comparable countries in europe. that sug
